19 of Daniil Medvedev's 21 championships have been achieved on hard surfaces
A resurgent Medvedev claimed his first championship for 882 days with victory over Frenchman Moutet in the competition final.
Medvedev, a former top-ranked player, has experienced a challenging year, winning just one match at the big events and undergoing a setback at the American major.
Medvedev's inconsistency on the professional circuit - and issues with his serving in particular - resulted in him exiting of the world's top 10 and ultimately splitting with former mentor Cervara.
Currently training with Thomas Johansson and his other coach, the tennis star has steadily progressed in the recent weeks - culminating in a hard-fought 7-5 4-6 6-3 win over opponent Moutet.
This represents Medvedev's maiden championship following the Italian tournament and initial on a hardcourt after that period of that year.
The win also signifies he has won 21 titles at twenty-one various events.
"This marks the first occasion I have attended a tournament with my both daughters together, so to get a title is especially meaningful," said world number 14 Daniil Medvedev.
"This title is in tribute of my child my daughter, because the initial championship I achieved when my child her name was born was for her."
Medvedev, the former major winner, had failed in his last six title deciders, featuring in Halle previously this season.
The player's defensive strategy and frequent outbursts on the playing surface had led some to question if his skill to compete at the highest level was over.
But the athlete has altered his approach in the past month, making an effort to come to the net and play aggressively, backed up by an improved serve.
He came back from a deficit in the initial set against the tricky opponent, securing four of the last five exchanges to take the lead.
The competitors exchanged break points in the middle set before the Frenchman, striving for his first ATP Tour victory, gained dominance to create a final set.
The opponent defended four initial break points in a competitive third set before Medvedev broke to that score to secure the win.
Appropriately, he secured victory with a rally at the front of the court, with his opponent unable to manage a return after a lengthy match.
